I seldom cover the Pokémon TCG, but this one card in the reveal seems to me like it implies a third Legendary Pokémon for Pokémon Sword and Pokémon Shield.

New Pokémon V Cards Revealed, Including Legendary Pokémon
Tsunekazu Ishihara revealed the next evolution of Pokémon TCG cards here in Washington, DC.

The 2019 Pokémon World Championships kicked off in grand style in Washington, DC, with exciting Pokémon TCG news delivered by Mr. Tsunekazu Ishihara, president of The Pokémon Company. He introduced a new kind of Pokémon card called Pokémon V, and revealed that the newly discovered Legendary Pokémon Zacian and Zamazenta will be featured on two of these new cards!
